OCEANSIDE —- The Law Enforcement Torch Run and Special Olympics San Diego County will hold a polar plunge, “Freezin’ for a Reason,” at 10 a.m. March 17 at the Oceanside Pier. Registration begins at 8 a.m. Area residents are invited to join in by pledging $50 or obtaining sponsors to raise money for Special Olympics athletes. Corporate sponsors also are welcome. Organizers hope to raise $30,000. The fundraiser also will feature events at the Oceanside bandshell, including entertainment and displays of police equipment. Garden club plans program on orchids

Fallbrook church taking part in Crop Walk

FALLBROOK —- The Living Waters Christian Fellowship will take part in Fallbrook’s CROP Walk for the first time this year. The CROP Walk is set for 1:15 p.m. March 25 starting from the Fallbrook Food Pantry at 1042 S. Mission Road. Fifteen will participate.

Vista sales tax to increase April 1

VISTA —- Vista’s new voter-approved sales tax increase will take effect on April 1. The half-cent increase is designed to provide revenue for local benefits such as increasing public safety efforts, improving street maintenance and building much-needed capital improvement projects. The measure, known as Proposition L, passed on Nov. 7, 2006.

The new sales tax rate applies to:

- Purchases made within city of Vista boundaries;

- Goods delivered to addresses within the city boundaries including from vendors outside the city who deliver, install or assemble merchandise within the city limits;

- Automobiles purchased or leased by Vista residents, no matter which city the automobile is purchased;

- Aircraft, boats and mobile homes on properties in Vista.

As of April 1, the total sales tax in Vista will be 8.25 percent. The sales tax in unincorporated county portions of Vista will remain 7.75 percent. Business can visit http://www.cityofvista.com to find out if they are located in the city limits and therefore need to increase their sales tax collection.

MiraCosta to hold health and safety fair

OCEANSIDE —- MiraCosta College Health Services will host a free health and safety fair from 11:30 a.m. to 1:30 p.m. March 22 in the Student Center Quad at MiraCosta College, 1 Barnard Drive. The event is open to the public. From 10 a.m. to 3:30 p.m. the San Diego Blood Bank will hold a blood drive at the health and safety fair.

The fair is designed to educate students and the community about healthy and safe lifestyles. Topics covered include birth control, HIV, STDs, smoking cessation, mental health counseling, tattooing safety, ocean safety and more. Nearly two dozen local volunteer organizations and businesses will be on hand to distribute information and to answer questions. Some of the participants include Mothers Against Drunk Driving, Oceanside Lifeguards, the Women’s Resource Center, Planned Parenthood and Tri-City Medical Center.

Program offers semester in London

MiraCosta College art instructor Anna O’Cain is one of only three Southern California community college instructors selected to teach classes in the Southern California Foothills Consortium’s Semester in London Program. The consortium consists of 11 Southern California community colleges.

O’Cain incorporates the works of English artists from the late 1990s to the present in her MiraCosta studio assignments and historical lectures. In London, she will be able to supplement her teaching by having students visit museums, galleries and gardens for drawing assignments and art historical research. In these courses, student projects and assignments will be linked to the history of art and contemporary movements in visual art within London and the surrounding areas. The London Study Abroad Program is a full-time academic program where students will complete 12 academic units. Participants choose from course offerings in English literature, art and psychology. Program dates are Sept. 6 through Dec. 7. Cost is $6,995, which includes shared room with host family, membership in the University of London Student Union, an underground pass and travel insurance. Blood donors sought for young local patients

NORTH COUNTY —- The San Diego Blood Bank is urging donors to give blood this month to make a difference in the lives of several North County children, all of whom have recently been diagnosed with aplastic anemia, a rare bone marrow disorder that reduces the number of blood cells in the body. For this reason, these patients need frequent blood transfusions.

Also, since some cases of aplastic anemia can be cured by a bone marrow transplant, the blood bank’s Stem Cell Donor Center is also inviting healthy people between the ages of 18 and 60 to join the National Marrow Donor Program’s registry at any local San Diego Blood Bank donor center.

Some of the patients whose lives may be touched by blood donations include Renee Schnellinger, 6, of Vista; and Kennedy Kraus, 8, and Trevor Norby, 9, both of Carlsbad. County health officials are assessing possible causes for the unusual number of aplastic anemia cases in North County.

Anyone age 17 or older in good health and weighing at least 110 pounds may be eligible to donate blood. Eating a good meal before donating is recommended.

City offers teen programs

CARLSBAD —- Carlsbad Recreation Department is inviting teenagers to take an active role with two programs designed specifically for teens.

The Counselor-in-Training Program is a free after-school program for middle and high school youths who wish to develop skills in leadership, communication and volunteerism. The program requires a commitment from the participants to attend the program at least 12 days per calendar month, participate in two community service activities per month and maintain good standing in school. The CIT’s also will have opportunities to participate in enrichment classes, field trips and other service learning opportunities. The program is geared toward teens ages 11 to 16. In addition to the CIT program, “Totally Teen Nights” are a series of safe, fun Friday night events for teens to socialize outside of school.

Expanded symphony to perform concert

POWAY —- The Poway Community Symphony Orchestra began in 2004 with only 25 musicians. It has since grown to a full orchestra with more than 60 instrumentalists. A strong string section, as well as a complete wind section, allow the orchestra to perform major symphonic works by the great classical composers.

The orchestra’s mission is to present such performances to audiences of Rancho Bernardo, Poway and surrounding communities, and in doing so, contribute to the cultural offerings in the area.

Twins club to host parenting expert

POWAY —- The Pomerado Hospital Mothers of Twins and Triplets Club will meet at 7 p.m. March 19 in Conference Room C on the third floor of Pomerado Hospital, 15615 Pomerado Road.

Parenting expert Kathryn Humberstone will give an introduction to her class on parent effectiveness training or “How to Survive Parenthood.” Guests are welcome.

Multiple sclerosis group to meet

ESCONDIDO —- The Escondido Multiple Sclerosis Self-help Group will meet at 1 p.m. March 21 in Room 5 at the Joslyn Senior Center, 210 Park Ave.

An instructor from Inner Strength Yoga will demonstrate the Lebed Method, which emphasizes exercise and increased motion. People with MS can join this class for free, once a week for an hour.

Friends of Hellhole Canyon to meet

Woodwind ensemble to perform

ESCONDIDO —- San Diego Saxes, a five-piece woodwind ensemble, will be in concert at 3 p.m. March 25 at the First United Methodist Church of Escondido, 341 S. Kalmia St. The group was formed last year by David Hayes of Rancho Bernardo, who is music director for the Rancho Santa Fe School District. The quintet plays both the classics and jazz and will be augmented by a rhythm section.

Daley Ranch photo contest set

ESCONDIDO —- Applications are available for the 2007 Daley Ranch Amateur Photography Contest. Instructions and entry forms can be picked up at the entrance to Daley Ranch at the north end of La Honda Drive, Calumet Photography, Escondido Public Library and the Dixon Lake Ranger Station. The city’s Web site, http://www.escondido.org/daley, also has downloadable forms.

Photos can be either film or digital; entries will become the property of the Daley Ranch Volunteer Association after the contest. Proceeds from the contest will benefit efforts to restore the Daley Ranch House and make it into an interpretive center.

Contest rules, changed slightly from the last contest, are listed on the application form. Submissions can be made from April 7 until 5 p.m. April 21. Photographers may submit up to five entries; an application form and entry fee of $5 must accompany each photograph.

Separate color and black-and-white categories include the following themes: scenic view, plants and animals, park visitors and the hand of man. Photos must be taken at Daley Ranch, and any photos deemed to have been taken off trail will not be considered.

The judges will be photographer/author Paul Johnson, photographer/author Bill Evarts and photographer Susan Heller.

Interfaith group to meet March 21

ESCONDIDO —- Interfaith Community Services will host its monthly general membership meeting from 11:30 a.m. to 1 p.m. March 21 at Interfaith Community Services, 550-B W. Washington Ave.

‘Women in Health’ luncheon planned

CARMEL MOUNTAIN RANCH —- Palomar Pomerado Health and the American Heart Association will present “Midlife Maintenance: A Closer Look at Menopause and Osteoporosis” from 10:30 a.m. to 1 p.m. April 4 at Carmel Mountain Ranch Country Club, 14050 Carmel Ridge Road. The event is part of the heart association’s 2007 “Women in Health” luncheon series sponsored by PPH.

Kay Bradshaw-Smith, physician assistant certified, will unravel the mystery of menopause through a presentation on hormone replacement therapy, alternative therapies and other lifestyle changes designed to help women cope with this midlife change. Dr. Cynthia Robertson will explore the risk factors for osteoporosis and the steps women can take to help prevent, detect and correct low bone mass.

Boys & Girls Club scholarships available for alumni

NORTH COUNTY —- The Boys & Girls Clubs Foundation is offering scholarships to students who are graduating seniors, have been members of Boys & Girls Clubs of Greater San Diego for one or more years and are planning to attend an accredited college or university in the same year after graduation from high school and register for a minimum of 12 units per semester.

Applicants will be judged on financial need, community service, evidence of leadership and citizenship and academic record.

Egg hunt planned

FALLBROOK —- An Easter egg hunt will take place at 10 a.m. April 7 at the Fallbrook Community Center, 341 Heald Lane. The event will include games and contests. Circus is coming to town

FALLBROOK —- The American Crown Circus is coming to the Fallbrook Community Center for performances at 5 and 7 p.m. April 14 and 15. Show highlights include jugglers, acrobats, high-wire and trapeze acts, the Wheel of Death and Perch Pole Acrobatics. Health fair being planned

FALLBROOK —- Healthy Heart —- Happy Heart” will be the theme of the Fallbrook Healthcare District’s sixth annual Celebrate Your Health Fair from 9 a.m. to 1 p.m. May 12 at the Fallbrook Community Center.

The event includes activities and information on healthy living for people of all ages, plus entertainment, music and prizes. In addition, there will be screenings for glucose, bone density, cholesterol and more. All are free to Fallbrook residents.

T’ai Chi Chih workshop offered

ENCINITAS —- Seaside Center for Spiritual Living will host an all-day T’ai Chi Chih Workshop from 9 a.m. to 5 p.m. March 17 at 1613 Lake Drive. The workshop will be taught by teacher/trainer Pam Towne and is ideal for beginners as well as experienced practitioners.
